Board Members

Sergeant Jeff Humphrey joined the El Segundo Police Department in 2003. He is currently assigned to the Patrol Division as a Patrol Sergeant and Assistant Coordinator of the Field Training Officer program. He has previously served as a Field Training Officer, Detective and School Resource Officer. Over his career his collateral assignments have included Drone Team member, Peer Support Team member, Crisis Negotiator, Field Evidence Technician and Driving Instructor.

Paul Saldana has been with the department for over 26 years, the last thirteen as a Police Officer. Prior to becoming a sworn officer, he was a Police Service Officer working primarily in the jail. He is currently a Sergeant assigned to patrol.

In his time at ESPD, Sgt. Saldana has worked multiple assignments including Investigations, South Bay Platoon, South Bay DUI Task Force, South Bay Gang Task Force, Crisis Negotiation Team, Part-time Field Training Officer, and Field Evidence Technician. In his free time, he likes to fish, go to concerts and movies, go to sporting events, including Dodgers, Angels, Kings, and USC games. He is a huge Las Vegas Raiders fan and go to games when he can.

Officer Ryan Smith joined the El Segundo Police Department in 2007. He is currently assigned to the Patrol Division as a Field Training Officer. He is also one of the department’s Health & Wellness Officers. Officer Smith has been on the POA Board since 2020.
